[00:04.83]American colleges and universities have a new program [00:08.44]to give foreign engineering students a chance [00:11.65]to study and work in the United States. [00:15.16]It is called the Charles M. Vest Grand Challenges [00:19.36]for Engineering International Scholarship Program. [00:23.36]The Grand Challenges are 14 big problems [00:28.52]that could be solved by engineers in the 21st century. [00:33.38]They include making energy from the sun more economical, [00:37.38]providing more clean water, [00:39.65]preventing nuclear terror and making better medicines. [00:45.27]Eight American universities each offered one Vest Scholarship in 2014. [00:52.15]Richard Miller is the president of Franklin W. Olin College [00:56.71]of Engineering in Massachusetts. [00:58.96]He talks about the type of Vest Scholars Olin College is seeking. [01:04.47]"Because that is to try to find very highly gifted individuals [01:09.43]who are likely to make a difference in their generation. [01:11.94]They are up-and-comers. [01:13.39]People who are in graduate school now, [01:15.24]who have visions to make a difference on a large scale. [01:17.95]We believe that the next generation [01:20.20]in order to achieve that vision [01:22.16]are going to have to work across the globe," said Miller. [01:24.67]The first class of Vest Scholars has already been selected. [01:28.93]Applicants must propose a one-year research and study plan [01:34.69]connected to one of the Grand Challenges. [01:38.44]Applications for the next class are being accepted now [01:42.55]at www.vestscholars.org. [01:49.58]Another program for young foreign engineers is Frontiers of Engineering, [01:56.34]organized by the National Academy of Engineering. [02:00.20]Young engineers from 30 to 45 years old [02:04.45]come together to listen to presentations [02:07.05]about the newest developments in all types of engineering. [02:11.71]Two engineers who study earthquakes in the United States and India [02:16.35]met at a Frontiers of Engineering meeting in the United States in 2012. [02:22.31]Nicolas Luco with the United States Geological Survey [02:27.39]talked about designing nuclear power plants that can withstand earthquakes. [02:34.09]"Make sure that you design for some ground motion [02:37.05]that has the small chance of happening. [02:39.22]We want to be pretty conservative. [02:41.86]But this newer method goes beyond that, [02:44.71]says we want to really be able to qualify [02:48.58]what is the chance of damage to the power plant," said Luco. [02:52.01]C.S. Manohar is an engineer from Bangalore, India, [02:56.21]who listened to Mr.Lugo and invited him to come to India. [03:01.32]Both of these engineers want stronger building rules [03:06.28]to deal with the risk of earthquakes in all buildings, [03:10.44]not just nuclear power plants. [03:13.93]These engineers are now looking for money to pay for further cooperation. [03:19.43]Building awareness and connections [03:22.09]is what the Frontiers of Engineering Program is all about. [03:26.54]The Frontiers of Engineering meetings are planned for and by younger engineers. [03:32.89]There is a meeting in India in May, one in Japan in June [03:37.96]and one in California in September. [03:41.20]This has been the Learning English Education Report.
