In a few expressions,we use tell without a person,for example:
to tell the truth or to tell a lie or to tell a story.
Say is usually followed by an object,for example:
He didn't say a word,or Did he say anything?
Or by an action,for example:
He said to drink lots of liquids,or He said to take it easy.
